Namely, the Committee plans to finalize for the second reading the bill on amendments to the Law of Ukraine "On the Capital of Ukraine - City Hero Kyiv" (re order of establishment of the district councils) (Reg. No7307). The bill amends clauses 3, 7, 11, 19 of the applicable Law. Thus, Clause 3 is presented in the following version: "Contents, description and order of use of the symbols are ratified by the Decree on Symbolics approved by the Kyiv City Council and the district-in-the-city council (in case of establishment)." Clause 7 is presented in the following version: "District councils can be set up under the resolution of the territorial community of Kyiv adopted after the local referendum, or under the resolution of the Kyiv City Council. Resolutions of the territorial community of Kyiv or the Kyiv City Council regarding establishment (non-establishment) of the district councils shall be adopted before the election process starts."
The Committee shall also finalize the bill on state service (Reg. No8306). The document sets the fundamentals of state service, order of state service, length of service and its termination, legal status of state officials, their social and legal security. The bill divides the state service offices into groups A, B, C, D, E and subgroups, setting the requirements for the level of professional competence for the claimants to state offices. The bill regulates occupational training of state officers, their wages, rewards and bonuses, as well as disciplinary and material responsibility.
The Committee shall also work upon the bill on non-governmental organizations (Reg. No7262-1) adopted in the first reading. The bill lays legal and organizational principles of realization of the individual right for the freedom on association guaranteed by the Constitution and the international agreements of Ukraine. The document abolishes responsibility for the activity of non-registered organizations (clause 186-5 of the Code of Ukraine on Administrative Infringements) and cancels scheduled and unscheduled inspections of the non-governmental organizations as to legitimacy of their internal operation.
The Committee shall finalize for the repeated second reading the bill on national referendum (Reg. No6278); for the second reading the bill on local referendum (Reg. No7082); on preliminary training of election commissions members (Reg. No2787); on territorial organization of elections and referendum in Ukraine(Reg. No2630). A number of bills shall be scrutinized in the first reading.
Moreover, the Committee shall hold hearings "Discussion of the Bill "On Regulation of Lobbying in Ukraine"; round table discussions: ""Discussion of the Bill on Elections of the People´s Deputies of Ukraine"; "Problems of the Legislative Regulation of the Local referendums. Discussion of the Bill on Local referendum"; "improvement of the Legislative Regulation of the Administrative Procedures and Efficiency of Public Administration in Ukraine"; "Administrative Services. Foreign Experience and Propositions for Ukraine."
